Formation of New Federating Units in Pakistan: A Analysis of Demand for Hazara Province

Abstract

Federations usually have constitutional powers to re-establish and re-arrange the
territorial boundaries stipulated for administrative intentions with political sanctions
under the legal system. In the case of Pakistani Federation; Article 239(4) of the 1973
constitution offers a method and demands two-thirds of the majority of the concerned
provincial assembly. The new debate started after the NWFP was entitled as Khyber
Pakhtunkhwa (The land of Pashtuns) under the 18th amendment, 2010, which resulted
in the claim for Hazara province. The latest development of FATA amalgamation with
KP which has enlarged the region and increased its population, is a new test case. This
study based on qualitative approach with exploratory method to find out the creation
of new federating units in Pakistan and a case of Hazara provincial demand dilemma. It
is found that the demand has a reason behind and new federating units can lead to
better governance in Pakistan.This study gives a careful assessment of Hazara Province
demand on political, administrative and historical roots. It also integrates the
obstructions in the making of Hazara Province pursued by recommendations to drive
the concern genially.
